Overview

Role:

The Application Systems Manager provides technical and managerial leadership in the overall management of current and planned application systems and services. This position ensures continuity and alignment of the Company's business and clinical application services’ plans with strategic plans and operational needs. The Manager participates in architecting the Company's application systems infrastructure and in the development of guidelines, procedures, and standards.

 

The Manager oversees the business and clinical analyst teams and coordinates consistent support of applications. The Manager leads or participates in the resolution of highly complex issues regarding applications and interfaces; coordinating system-wide testing and implementation of software releases, assisting in the development of strategies for training, and tools for all business and clinical applications across the Organization while promoting standardization, utilization, optimization and use of best practices in business and clinical applications.

 

The Manager of Application Systems requires subject matter knowledge across all applications used by stakeholders. This position must stay abreast of latest application support developments to ensure service levels proactively meet or exceed requirements and service level agreements with key stakeholders and vendors.

 

This position requires strong people management skills, personal drive, and the ability to see strategy through to execution.

 

Qualifications:

  • Bachelor’s degree required, preferably in Information Systems or a related field; an advanced degree in Information Systems, Business, Planning, or related field is a plus
  • Minimum five (5) years of experience in applications support
  • Minimum three (3) years’ managerial experience including budgeting and change management
  • Experience in team leadership and direct supervision
  • A thorough knowledge and understanding of current and emerging business and clinical applications technology
  • Mature understanding of clinical application support processes and workflow
  • Knowledge and understanding of pertinent regulatory guidelines
  • Strong analytical skills and detailed organizational skills
  • Demonstrated ability to proactively identify needs, manage resources, and ensure timely project completion
  • Excellent interpersonal and communication (verbal and written) skills including presentation and conflict resolution
  • Demonstrated customer orientation
  • Strong leadership and management skills
  • Demonstrated ability to recruit, develop, and retain staff

  • Competency in intermediate PC and MS Office use

  • Responsible for technical and managerial leadership in overall management of current and planned clinical application systems and services.
  • Meets with Corporate and affiliate leadership teams, as needed, to align strategy, services, and coordinate implementation activities.
  • Responsible for personnel management, performance reviews, competency development, and coaching/ disciplining of staff.
  • Participates in resource planning and allocates resources to meet goals of the clinical application services area, Corporate goals and business priorities.
  • Organizes, plans, assigns, and monitors completion of work.
  • Participates in the development of Company application standards, policies, and procedures.
  • Manages the change management process for all changes to applications throughout the Organization.
  • Ensures that the design and use of applications adhere to established policies, procedures, and standards.
  • Leads analysis of organizational needs for development and implementation of applications; interfaces with users to ensure that applications are developed which meet their business specifications.
  • Establishes and manages internal service level agreements and ensures external service level agreements with vendors are met.
  • Assists in the development of the budget and develops project cost estimates for departments and business units.
  • Ensures that service resources are assigned for the timely resolution of application incidents and requests.
  • Works with subject matter experts and services resources and the Help Desk in managing resolution of application incidents and requests.
  • Creates an environment that encourages information sharing, team-based resolutions, cross-training, and process improvement within the area and across organizational boundaries.
  • Grows the support capabilities for business and clinical applications throughout the Company.
  • Promotes system security and patient confidentiality and helps ensure compliance.
  • Coordinates the sharing of best practice models, and policies & procedures related to clinical application systems. Participates in activities to improve departmental and organizational performance.
  • Builds and maintains good working relationships with business operations, Corporate leaders, vendors, professional organizations, contract employees, co-ops, external auditors, consultants, application users groups, and managers.
  • Performs other duties as assigned.
